Cabinet Secretary Ministry of Health Aden Duale has differed with Government’s Spokesperson Isaac Mwaura over the eligibility of Kenyans to access healthcare with Social Health Authority (SHA).
Speaking during an interview on Monday morning, Mwaura said that only Kenyans who have settled their Hustler Fund debt, will be able to access SHA. According to him, KSh 6 billion was a huge investment put and must be paid in full.
“First, if you took the Hustler Fund and failed to pay, there are strategies to ensure you do not get the SHA benefits; six billion shillings is a lot of money,” Mwaura stated.
He urged Kenyans that are not eligible for the Hustler Fund, to enroll with SHA Lipa Pole Pole that was introduced by President William Ruto on Madaraka Day. Currently, the government’s insurance fund requires beneficiaries to pay the annual amount allocated, in order to access healthcare services.
However, Duale has dismissed by Mwaura, stating that the information provided by Mwaura was inaccurate, and Kenyans can access healthcare services despite their engagement with Hustler Fund.
According to Duale, whether one has a hustler fund or not, it is their basic right to access quality and better healthcare services at any time.
“The information below is inaccurate. All Kenyans have a right to access SHA services regardless of their engagement with hustler fund,” Duale clarified.
Earlier, he commended the National Treasury CS for increasing the Ministry’s budget, arguing that it will boost and facilitate quick implementation SHA. Duale noted that the Ministry had received an increase of KSh 15 billion, an increase from KSh 123 billion to KSh 138.1 billion in the Financial Year 2025/2026, which he said will boost activities in the Ministry.
