Isiolo County Assembly drama not ending soon, from chaotic after impeachment witnessed last month, to swearing a new speaker despite presence of a seating speaker.
In the latest drama, County Assembly Service Board Chair Mohamed Roba, has served County Assembly Clerk Salad Boru with a seven day notice to respond to massive irregularities and violation County Assembly Act.
In letter dated July 4, Roba stated that after a meeting was held by the County Assembly Service Board (CSAB), deliberated on serious allegations by the County Assembly Clerk Boru, including publication of unauthorized gazette o election of new speaker, and engaging in tax evasion scheme.
Other allegations against Boru were gross misconduct in managing County Assembly affairs including absenteeism, failure to complete discharge of your duties, failing to submit statutory deductions and party membership fee (lap fund, and pension obligations).
“If substantiated, these issues represent significant breaches of your duties as a public officer and Clerk of the county assembly. The board issues this Cause letter to offer you a chance to explain why disciplinary action should not be taken against you,” read the statement.
Boru, had gazette Abdullahi Banticha Jaldesa, as the new Speaker of the County Assembly of Isiolo, which was dismissed by Deputy County Speaker and Oldonyiro MCA David Lemantile. He said that MCAs only recognize Roba as their speaker, and the gazette is null and void.
Roba directed that Boru should reply with a written response, within seven days as failure will guarantee an action from the Board against him, and noted that he has been suspended from his duties in accordance with the County Assembly Act.
“Please submit a written response within 7 days from the date of this letter, addressing the outlined issues, failure to respond within the given time will result in the board proceeding with appropriate action as per law. Pending investigations CASB suspends you pursuant to section22 of the County Assembly Act,” further read the statement.
The court had earlier reinstated him, after he was suspended, citing that the earlier decision had been reached by Roba only, without consideration by other members of the board.
