Isiolo governor Abdi guyo is set to appear before the Senate plenary on Tuesday 8, and Wednesday 9, after the senators voted to hear his impeachment in full house.
The House Business Committee (HBC) chaired by Speaker Amason Kingi, had suggested that the matter be heard by 11- member committee, which was rejected by the senators through voting.
The 11 member committee had been recommended by Kakamega Senator Boni Khalwale, who is also the Majority Whip, failed to receive a back up from his colleague, Minority Whip Senator Steward Madzayo, and failing to reach the required threshold as required by the Senate Standing Order, leading to adoption of the plenary way.
“I want to appeal to you to weigh this important issue carefully. The country has placed immense confidence in us, and it is important that Governor Guyo is given the best opportunity to be heard,” Khalwale said while moving the motion.
In his response, Madzayo said it will be prudent to listen to the impeachment motion submitted in full house, as previous cases had gone through the committee process.
“Since I joined this Senate, we’ve often gone the committee way. But this time, I believe it’s important to let the full Senate decide. I therefore vehemently oppose this motion,” Madzayo stated.
Following the collapse, Kingi directed that the impeachment proceedings be conducted by the plenary. He instructed the Clerk of the Senate, Jeremiah Nyegenye, to issue formal invitations for appearance starting Tuesday, July 1. According to the Speaker, both parties the Isiolo County Assembly and Governor Guyo must file their responses by 5:00pm on July 4, 2025.
Guyo faces several serious allegations raised by the Isiolo County Assembly of gross violation of the Constitution, by failing to deliver the mandatory State of the County Address for three consecutive years. Additionally, he is also alleged to have made illegal appointments, hiring 36 advisors, 31 chief officers, and two deputy county secretaries, despite Isiolo County having only six departments.
The hearing continues, despite the Court Order by judge Heston Mbogo declaring the impeachment process unconstitutional, continues to add to the troubles of the embattled first time governor. Guyo has also been accused by MCAs for interfering with the leadership of the County Assembly, together with the County Assembly clerk Salad Boru.
