In a new guideline to all civil servants in the country from the Public Service Commission (PSC), the Commission has directed that all servants serving as directors and above, must acquire a master’s degree within two years or face dismissal.
The directive comes as the Ethics and Anti-Corruption Commission (EACC), are doing a crackdown of forged certificates among top government officials, holding public offices.
The recent to be charged is Khadija Abdullahi Bare, who served in the county between 2017 and 2021, was arrested on June 12, 2025, and presented before the Garissa Law Courts, where she was charged with multiple offences, including fraudulent acquisition of public property, deception, forgery, and uttering false documents.
According to EACC, Bare falsely acquired the position of Chief Protocol in Garissa County, with a forged certificate the University of Nairobi, with a Bachelors of Arts Degree Sociology and political Science.
“The Ethics and Anti-Corruption Commission (EACC) has today arraigned Ms. Khadija Abdullahi Bare, former Chief Protocol Officer at the Garissa County Government, for forgery of academic certificates used to fraudulently secure public employment. Investigations revealed that Ms. Khadija presented a forged Bachelor of Arts (Sociology & Political Science) degree from the University of Nairobi, which enabled her to acquire the position unlawfully,” read the statement.
Bare was charged with fraudulent acquisition of KSh 6,825,266.40 being salaries and forgery and uttering a false document However, the accused was released on a cash bail of KSh 100,000 or bond of KSh500,000, according to the EACC statement.
“EACC continues to crack down on use of forged academic certificates to safeguard integrity in public service,” further read the statement.
Others set to appear before the court include, Priscah Ososti, assistant Human Resource Manager at (IEBC), forged her certificate from Masinde Muliro University, Vincent Tom Kemoli council member at NSDCC, forged his certificate from University of Nairobi, and Margaret Wanja Muthui, former Deputy Director of Supply Chain Management at KeRRA, forged her certificate from Jomo Kenyatta University of Agriculture and Technology (JKUAT).
